Torralba de Calatrava is a small municipality in Ciudad Real province, and this 25 céntimos piece belongs to the vast ecosystem of locally issued emergency paper money — billetes locales — that proliferated across Republican-controlled Spain during the Civil War after the 1936 coinage crisis drained small change from circulation entirely. Hundreds of village councils, trade unions, and cooperative bodies printed their own fractional currency, most on whatever card stock was available. Gari's cataloguing of these issues runs into the thousands.
The thick paper or card stock composition is typical of municipalities that lacked access to proper banknote paper and improvised with whatever the local printer had on hand.
