Tomelloso is a wine-producing town in Ciudad Real, La Mancha, and like hundreds of Spanish municipalities it was forced to produce its own fractional paper currency during the Civil War after the Republic's small coins disappeared from circulation almost immediately — hoarded, melted, or simply lost in the chaos. These local emissions, collectively known as moneda local de necesidad, were authorised under a 1936 Republican decree that gave municipalities the legal cover to do what they were already doing out of necessity.

Printer Ayala y Galán was a local commercial firm rather than a specialist security printer, which shows in the modest production values typical of the Castilla-La Mancha municipal issues. Gari Mon catalogues several Tomelloso emissions; the 1429-A designation places this among the better-documented examples from the town.
