Rubielos Bajos is a small municipality in Cuenca province, Castilla-La Mancha, and like hundreds of similarly tiny Spanish towns it resorted to issuing its own fractional emergency paper during the Civil War after metal coinage effectively vanished from circulation in 1936. These hyper-local emissions — produced without any central authorization and often on whatever paper was at hand — were the municipality's improvised answer to the complete breakdown of small-change supply.
