Rubielos Bajos is a small municipality in Cuenca province, Castilla-La Mancha, and like hundreds of similarly tiny Spanish towns it resorted to issuing its own fractional emergency paper during the Civil War after metal coinage effectively vanished from circulation in 1936. These hyper-local emissions — produced without any central authorization and often on whatever paper was at hand — were the municipality's improvised answer to the complete breakdown of small-change supply. The Garrido Mora reference number is unassigned, which typically means the cataloger encountered the note but lacked sufficient data to fully classify it, or that it surfaced after the main corpus was compiled.
