Riba-roja d'Ebre was one of hundreds of Catalan municipalities forced to issue fractional emergency currency during the Spanish Civil War after the Republican government's chronic shortage of small coins left local commerce effectively paralyzed. These town-level emissions — known collectively as moneda local or paper de guerra — were typically contracted to whatever regional printer could manage the work, hence the commission going to Gràfiques Launes in nearby Mora d'Ebre rather than any Barcelona house.
