Puertollano, a coal-mining town in Ciudad Real province, issued emergency fractional paper during the Spanish Civil War when metallic coin had effectively vanished from circulation. These local billetes de necesidad were authorized under Republican wartime provisions that allowed municipalities and trade unions to plug the void left by hoarded and melted coinage. Puertollano's industrial character — its mines were strategically significant enough to attract Francoist bombing — meant the local economy had to keep functioning regardless of what was happening to national currency supply.

Gari Mon remains the standard reference for Spanish Civil War municipal issues, and the 1197-E designation places this firmly within a documented series rather than an improvised one-off.
