Moral de Calatrava is a small municipality in the province of Ciudad Real, and like hundreds of Spanish towns it resorted to locally printed fractional notes — cartones or vales — during the acute small-change shortage that gripped Republican-held territory from mid-1936 onward. The peseta's bronze and copper coinage vanished almost immediately after the military uprising, hoarded or melted, and municipal councils were left to improvise. The Consejo Municipal designation itself reflects the reorganized local authority structure of the wartime Republic rather than a pre-war ayuntamiento.
The Gari Moneda reference places this among the documented Castilla-La Mancha emergency issues, though survival rates for these village-level pieces are erratic — print runs were small, the card stock deteriorates badly in humidity, and most were demonetized locally without formal redemption records.
