Mora de Rubielos is a small fortified town in the Gúdar-Javalambre comarca of Teruel province, and like hundreds of other Spanish municipalities, its local council issued emergency fractional currency during the Civil War after the Republic's small-denomination coins vanished from circulation almost immediately after July 1936. These municipal vales were a purely local solution to a practical crisis — nobody had change, and the central government couldn't supply it fast enough.
The Gari Mon reference places this among the documented Aragonese municipal emissions, but survivorship is largely accidental. Many of these notes were redeemed and pulped; others simply disintegrated. The official stamp is the only anti-counterfeiting measure, which tells you everything about the conditions under which it was produced.
