Montiel is a small municipality in the province of Ciudad Real, Castilla-La Mancha, and like hundreds of Spanish towns during the Civil War, its local council issued emergency fractional currency when Republican-zone coinage evaporated from circulation in 1936–37. These consejo municipal notes were produced under no central authority — each ayuntamiento improvised its own design, paper, and denomination — which makes systematic cataloging difficult and survival rates highly variable.
The thick card stock was a practical necessity, not a printing choice. Thin paper wore out within weeks under heavy local use.
