Manzanares is a small municipality in Ciudad Real province, and like hundreds of Spanish towns during the Civil War, its local council issued emergency fractional currency when Republican Spain ran catastrophically short of small-denomination coinage. The Consejo Municipal series from 1937 falls squarely within this phenomenon — locally authorized, locally printed, and intended for purely local circulation within the town's commercial network.

The Garrido Montañer reference places this among the better-documented provincial emissions, but survival rates for these small-format municipales vary sharply depending on print run and how quickly the town fell under Nationalist control.
