Mancha Real is a small municipality in the province of Jaén, Andalusia, and this 25 céntimos note is a product of the Spanish Civil War's monetary chaos. When the Republic's central government lost effective control of coin supplies after 1936, thousands of municipalities issued their own emergency fractional currency — cartones and papeletas — to keep local commerce moving. The Consejo Municipal, functioning as the local Republican authority, had the legal cover to do so under wartime emergency decree.
