Obverse description Printed in blue and green on plain paper, the face carries a decorative geometric border composed of repeating ornamental motifs — diamonds, scrolls, wavy lines, and circular elements — forming a continuous frame around the text field. The issuing authority title appears at the top in bold letterpress, with the numeral '25' at upper right; the denomination in full is centred below, followed by the place name and date. Two manuscript signature lines for El Presidente and El Tesorero appear at the foot, with a green overprint control stamp across the centre.

Elche issued its own emergency fractional currency in 1937 because the Republic's coinage had all but vanished from circulation — hoarded, melted, or simply swallowed by wartime disruption. Hundreds of Spanish municipalities did the same during the Civil War, each producing notes under whatever local authority could be assembled quickly. The Consejo de Economía Local was that authority here, a body that existed precisely because normal economic governance had collapsed.

Printed locally by La Gráfica, which kept the production entirely within the town. The Gari Mon catalogue reference 600-A distinguishes this from at least one other Elche emission of the same period.
