El Pedernoso is a small municipality in Cuenca province, Castile-La Mancha, and this 25 céntimos note belongs to the vast ecosystem of locally issued emergency paper money that flooded Republican-held Spain in 1937. The Civil War had effectively destroyed confidence in and supply of small coinage — the Republic's copper and nickel coins were being hoarded or melted — forcing hundreds of town councils to print their own fractional scrip just to keep local commerce moving.
The Garrido Moraga catalog reference places this among the documented issues, but many municipally stamped notes from villages this size exist in very limited numbers, with no known print run figures.
