Caseres is a small municipality in the Terra Alta comarca of Tarragona province, and like hundreds of Catalan and other Republican-controlled towns during the Civil War, its local council assumed the right to issue emergency fractional currency when the Republic's own small-denomination coinage disappeared from circulation almost entirely by 1937 — hoarded, melted, or simply absent. These municipal notes, collectively catalogued under the Turró system, were authorized under the Generalitat de Catalunya's broader framework permitting local bodies to plug the change shortage.
Terra Alta saw some of the war's heaviest fighting in 1938 during the Battle of the Ebro. Notes issued here in 1937 had a very short window of practical use.
