Carrión de Calatrava is a small municipality in Ciudad Real province, and like hundreds of similar towns across Republican-held Spain, its local council issued emergency fractional paper during the Civil War to address the catastrophic shortage of small change that followed the hoarding and melting of coinage from 1936 onward. These municipal emissions — often produced locally on whatever stock was available — were authorized under no single coherent framework, which is why bibliographic coverage remains incomplete and why the Gari Monedas reference carries no assigned number for this piece.
The thick card stock was a practical response to short press runs and rough handling. An official stamp substituted for more elaborate security measures the council simply couldn't access.
