Carlet is a small town in Valencia province, and like hundreds of other Valencian municipalities it issued its own emergency small change during 1937 when the Republic's coinage supply collapsed under wartime disruption. These local issues — collectively catalogued under the broader "Guerra Civil" municipal series — were produced without central authorization and vary wildly in quality and surviving quantities. The thick card construction was a practical response to paper shortages and the expectation of rough handling in daily market transactions.
Turró and Gari both document this emission, but surviving examples are irregularly encountered, consistent with a small issuing population and a brief window of use before Nationalist forces took Valencia province in 1939.
