Bovera is a tiny municipality in the Garrigues comarca of Catalonia — population well under a thousand even today. During the Civil War, hundreds of Catalan and Aragonese municipalities issued their own emergency paper fractional currency after the Republic's small coins vanished almost entirely from circulation through hoarding. Bovera's 25 céntimos falls squarely in that wave of 1937 local emissions, catalogued by Andreu Turró in his definitive reference on Spanish Civil War municipal notes.
These hyperlocal issues were technically authorized under the Generalitat de Catalunya's emergency provisions, but in practice each ajuntament was left to its own devices for design and printing. Turró 525 is not among the more frequently encountered Garrigues issues.
