Blesa is a village in the province of Teruel, Aragon — a region that became one of the most intense theaters of the Spanish Civil War. Municipal councils across Republican-held territory issued emergency fractional paper money from 1936 onward because the central government's coinage had effectively vanished from circulation, hoarded or melted down. These local issues, collectively known as "billetes locales" or "papel moneda de necesidad," were produced by hundreds of ayuntamientos and consejos with no standardized printing oversight, which accounts for the enormous typographic variation across surviving examples.
Teruel itself changed hands violently in the winter of 1937–38. Notes from this municipality that survived did so largely by accident.
