Issued under the emergency monetary decree of the Generalitat de Catalunya, which authorized Catalan municipalities to produce their own fractional currency after the Republican government's coin shortage became acute in the first year of the Civil War. Hundreds of town councils across Catalonia issued their own paper and cardboard emergency notes — the so-called "moneda local" — and Blanes was among them, printing this 25 céntimos series at the local Blandònia press.
Municipal issues of this type circulated only within the issuing town's commercial limits, redeemable in theory but often worthless once the issuing authority collapsed or the war front shifted.
