| Obverse description | Plain cream paper with a double-rule rectangular border enclosing the entire design, printed in black letterpress. The issuing authority "Consejo Municipal" and locality name "BAILEN" are set in bold uppercase type at the top, above the large numeral "25" and abbreviation "Cts." denoting the denomination. Bailén's municipal council issued emergency paper fractional currency during the Spanish Civil War, when the Republic's coinage disappeared almost entirely from circulation — hoarded, melted, or simply absorbed by the chaos of wartime commerce. Dozens of small Spanish municipalities printed their own small-denomination notes in 1936–1937 to keep local trade functioning, and Bailén was among them.
The Gari Mon reference places this firmly within the documented Andalusian municipal issues. At this size, survival in any condition above poor is genuinely uncommon — these circulated hard and were not kept.
