The Consejo de Asturias y León was established in September 1936 as the Republican governing authority for the northern zone after Franco's forces severed the region from the rest of the Republic. Cut off by land and increasingly strangled by naval blockade, the Consejo issued its own emergency currency because resupply from the central government in Madrid was unreliable at best. The small-denomination notes were particularly critical — coin metal was being redirected toward the war effort.

This is a replica. The originals were printed by the Fábrica Nacional de Moneda y Timbre before the siege tightened; the Asturian pocket collapsed in October 1937, making the entire emission short-lived.
