Arén is a tiny municipality in the Ribagorza comarca of Huesca province, Aragon. Like hundreds of other Spanish towns, its local council issued fractional emergency currency during the Civil War after the Republican government's decree of 1936 effectively deputized municipalities to fill the void left by hoarded and disappeared coinage. These consejo municipal notes are among the most localized monetary instruments ever produced anywhere — some issues ran to only a few hundred pieces for a population that could fit in a single building.
