Albanchez de Úbeda is a small municipality in the province of Jaén, Andalusia, and like hundreds of similar towns across Republican Spain, its local council issued emergency fractional paper during the Civil War years of 1936–1939. The collapse of metallic small change — hoarded, melted, or simply unavailable in rural areas cut off from normal supply channels — forced municipal councils at every level to improvise their own fiduciary scrip. These consejo municipal issues were technically illegal under the Republican monetary framework but were tolerated out of necessity.

Most of these local Jaén province issues were printed in extremely small quantities, used hard, and never formally redeemed.
