One of thousands of locally issued emergency fractional notes that flooded Spain during the Civil War after the Republic's small-denomination coinage essentially vanished from circulation in 1936. Municipal councils, trade unions, and cooperatives all stepped in — Albacete's Consejo Municipal was among the more organized issuers in Castilla-La Mancha, partly because the city served as the headquarters of the International Brigades from late 1936 onward, which created unusual pressure on local retail liquidity.
The Garicano Moner catalog reference (Mon#39-A) implies at least one variant exists within the series — likely a signature or color distinction.
