Adra is a small coastal municipality in Almería province, and like hundreds of Spanish towns it resorted to locally-issued fractional paper during the Civil War after the Republic's metal coinage effectively vanished from circulation in 1936. The Consejo Municipal issues from Adra are among the more obscure Andalusian municipals — Gari Mon catalogs them but surviving examples are genuinely uncommon, which reflects low original print runs rather than heavy circulation losses.

The #10-E suffix in Gari's system denotes a specific typographic or paper variant within the 25 céntimos denomination.
