Louviers, a Norman textile town on the Eure river, issued emergency small-change notes during WWI because the war drained coinage from circulation almost immediately after mobilization in 1914. By 1916, municipalities across France were filling the vacuum with their own papier-monnaie de nécessité — the Louviers series being among hundreds of such local issues authorized under wartime necessity rather than any permanent monetary authority.

The JP (Jérôme Prieur) reference catalog remains the standard for these French emergency communal issues. Collector interest in the series tends to focus on printing variants and cancellation types rather than denomination.
