French regional emergency chambers issued small-denomination paper money extensively after World War One, filling a gap left by the near-total disappearance of bronze and nickel coinage from circulation — hoarding, melting, and wartime requisition had stripped the country of its small change. The Région Economique du Centre was one of several regional economic groupings authorized in the early 1920s to continue this practice well past the armistice, as the coinage shortage proved slower to resolve than the war itself.

B. Arnaud of Villeurbanne — a printer with a long run in commercial and official work — handled the physical production. The JP#40 series covers at least four catalogue variants, likely reflecting different issue dates or authorization stamps rather than substantive redesigns.
