Précigné was an agricultural penal colony in the Sarthe department, operated by the French state to house juvenile offenders and young vagrants. During the First World War, disruption to the national coin supply prompted many such institutions — prisons, asylums, factories, municipalities — to issue their own small-denomination emergency scrip for internal use. These pieces circulated only within the colony's grounds and had no legal tender status outside its walls.

The blue paper stock is consistent with other Précigné emergency issues from the same period, distinguishing denominations by color rather than size.
