French Chambers of Commerce began issuing emergency token coinage during World War I when metal shortages and hoarding gutted the supply of small change, and many continued well into the 1920s before the national government finally reined in the practice. The Eure-et-Loir chamber's aluminium issues of 1922 came notably late in this cycle — by that point, most departments had already withdrawn their tokens as official Monnaie de Paris production resumed.
