French emergency token coinage proliferated after 1914 when the hoarding of metal coins — driven by wartime uncertainty — created a severe shortage of small change across the country. Chambers of commerce and trade associations in dozens of cities stepped in to fill the gap, issuing their own fiduciary tokens under tacit government tolerance. Perpignan's Chambre Syndicale des Commerçants was one of the smaller regional bodies to do so, and its issues circulated locally well into the early 1920s, long after the crisis that prompted them had technically passed.
