French chambres de commerce were authorized to issue small-denomination emergency notes — known as monnaie de nécessité — following the acute coin shortage that began in 1914. By 1922, most chambers had been winding down their issues for several years as the Banque de France reasserted control over low-denomination circulation, making late-dated provincial issues like this one relatively short-lived in production.

Le Mans printed its own notes locally, an arrangement more common in larger provincial centers with established commercial printing infrastructure. The JP#69 series from the Sarthe chamber encompasses several distinct 25-centime types across the same period — variants 20, 21, and 22 differ in minor typographic and border details rather than in any fundamental redesign.
