Emergency small-change notes from French chambres de commerce proliferated after 1914 when metal coinage disappeared almost overnight into hoarding and wartime melting. The Troyes chamber — serving the Aube département and its historically important textile trade — issued this 25 centimes note as a locally redeemable substitute, a stop-gap that the French state tolerated rather than officially endorsed.
JP#124-15 within the Troyes series suggests a relatively late or variant issue within what became a crowded local emission sequence.
