Tarare, a small textile town northwest of Lyon, was one of hundreds of French communes that resorted to Chamber of Commerce emergency notes after the hoarding of metal coinage paralyzed local retail trade in the opening weeks of the First World War. The Villeurbanne printer B. Arnaud supplied a significant portion of these regional issues across the Rhône department, producing notes for multiple chambres de commerce simultaneously — which occasionally creates attribution confusion between superficially similar issues from the period.
The watermark security on such low-value necessity notes was largely a practical deterrent rather than a serious anti-counterfeiting measure; local tradespeople and market vendors were the primary users.
