Obverse description Red letterpress print on cream paper. A large central vignette bears the numeral '25' within a circular frame, flanked by elaborate acanthus-leaf scrollwork. The issuer's name is set in a decorative bordered panel at the top, with signature lines for the President and Treasurer placed below the vignette at left and right respectively.

By 1918, the French state's inability to keep small-change coinage in circulation had pushed hundreds of local chambers of commerce into the business of issuing emergency paper. Nancy's chamber was among the more prolific, and Berger-Levrault — a major printing and publishing house long established in Nancy — handled production locally, which was unusual; most provincial chambers farmed this work out to Paris.

The JP#87 reference covers three catalogue numbers (64, 65, 66), indicating this design was issued across multiple date variants. Worth checking which specific date is present before cataloguing further.
