The Chambre de Commerce de Montluçon-Gannat issued emergency fractional notes during World War I to address the acute shortage of small change that followed the hoarding of coins across France after mobilization in 1914. Printed locally by Herbin & Bouché rather than sent to a national printer, this 25-centime piece is a genuinely regional artifact — the production chain never left the département de l'Allier.
The watermark security feature is notable given the note's minimal physical dimensions; applying it required paper sourced and cut specifically for the series.
