Comments

French chambers of commerce became de facto emergency issuers during the First World War when the hoarding of coins — particularly bronze and nickel — created acute small-change shortages across the country. The Vendée chamber's 1916 fractional notes were a direct response to that breakdown in everyday commerce, not an institutional ambition. Imprimerie Moderne de Nantes handled much of the regional emergency printing for the Loire-Atlantique and surrounding departments, which accounts for the consistent production quality across several JP-catalogued chamber issues of this period.
