Châteauroux's Chamber of Commerce began issuing emergency small-denomination notes in 1915 to address the immediate disappearance of bronze and copper coinage from circulation — hoarding struck France hard within weeks of mobilization, and the state was slow to respond. These chamber-issued cartons were a local fix to a national problem, printed by Badel just blocks from where they circulated. The watermark is a minor but deliberate security measure, unusually attentive for what is essentially a municipal emergency token.
