French chambers of commerce became de facto currency issuers during the First World War when the hoarding of coins — driven by wartime uncertainty and metal requisitions — created an acute small-change shortage across the country. The Angers chamber began issuing these emergency fractional notes in 1917 under authorization from the French government, which granted chambers temporary issuing rights rather than allow local commerce to collapse into barter.

Gaston Paré et Philippeau was a local Angers printing house, not a specialist security printer — which shows in the relatively modest anti-counterfeiting measures typical of the series. The JP reference covers multiple variants across the issue, distinguished by signature combinations and serial number blocks.
