Syndicat Commercial Bônois was a local merchants' association in Bône (now Annaba) that issued small-denomination emergency paper during the First World War, when a severe shortage of fractional coinage gripped French Algeria. The metropole was hoarding bronze and nickel for the war effort, and small change effectively vanished from circulation across the colonies. Chambers of commerce and commercial syndicates throughout Algeria and Tunisia stepped in to fill the gap, each printing their own low-denomination bons.

These Bône issues were printed locally, which accounts for the modest typography. Redeemable only within the commercial network that issued them.
