Romania's small-denomination coinage of the mid-1960s was produced under Nicolae Ceaușescu's early rule, following his consolidation of power in 1965. The nickel-clad steel composition adopted for this series reflected the broader Eastern Bloc preference for cheaper base-metal coinage as communist governments redirected resources toward industrial targets under five-year plans.
