Obverse description A Soviet USSR 25 Rubles note (1961 series) overprinted with a Georgian provisional stamp dated 31.07.1992, applied to the upper left. The stamp bears a map of Georgia with the Georgian flag, UN emblem, denomination 25, and the Georgian script inscription საქართველო. The underlying USSR State Bank note retains its guilloche underprint, Soviet coat of arms vignette, and Cyrillic legends.

Georgia's provisional coupon currency — of which this 25 Apsar is part — was introduced in April 1993 to supplement the Soviet ruble as the republic bled currency reserves during the civil war and the Abkhazian conflict. The apsar series was never meant to be permanent; it functioned as a stopgap while the National Bank of Georgia prepared the lari, which would not arrive until 1995.

Printed domestically under austere conditions, these coupons circulated alongside rubles at state-controlled exchange ratios that bore little relation to actual purchasing power. Rampant inflation rendered most low denominations nearly worthless within months of issue.
