France's Free State mandate over Lebanon was fracturing badly by 1940 — Vichy authorities controlled the territory after the fall of France in June, leaving the monetary administration in an awkward limbo. This essai was struck in Paris as a trial piece for a proposed circulation issue that never materialized under wartime conditions. The Allied invasion of Syria and Lebanon in June 1941 rendered the question moot entirely.
