A novelty overprint item, not a genuine currency issue. These circulated as political commentary pieces during the mid-2000s — standard Federal Reserve Notes with added satirical text or imagery referencing the electoral map divide between "red" and "blue" states that dominated American political discourse after the 2000 and 2004 presidential elections. The "2008 Dollars" framing was a joke about a projected Democratic return to power, which did materialize with the 2008 Obama campaign.

A. Ross appears in the designer credit, but the underlying note is U.S. government-issued. Worth nothing as currency; worth something only to collectors of political ephemera.
