Сертифікати видаються громадянам України на суму компенсації по вкладах в установах Ощадного банку України і страхових платежів в установах колишнього Укрдержстраху, виходячи відповідних з їх залишку, суми сплачених страхових платежів на 2 січня 1992 року, шляхом їх збільшення відповідно до індексу зростання споживчих цін у 1992-1993 роках згідно Указу Президента України від 24 листопада 1994 року Nº698/94. 2. Сертифікати обертаються вільно і використовуються для приватизації державного майна за винятком цілісних майнових комплексів невеликих державних підприємств, що приватизуються відповідно до Закону України "Про приватизацію невеликих державних підприємств" (малу приватизацію), та об'єктів що приватизуються відповідно до Указу Президента України від 14 жовтня 1993 року Nº456 "Про приватизацію об'єктів незавершеного будівництва" та Указу Президента України від 29 грудня 1993 року Nº612 "Про приватизацію автозаправних станцій, що реалізують пально-мастильні матеріали виключно населенню". 3. Дивіденди або відсотки по сертифікатах не нараховується. 4. Втрачені сертифікати не поновлюється. 5. Строк дії сертифіката - до 1 липня 1997 року. Certificates are issued to citizens of Ukraine for the amount of compensation for deposits in the institutions of the Savings Bank of Ukraine and insurance payments in the institutions of the former Ukrderzhstrakh, based on their balance, the amount of paid insurance payments as of January 2, 1992, by increasing them in accordance with the consumer price growth index in 1992-1993 according to the Decree of the President of Ukraine dated November 24, 1994 No. 698/94. 2. Certificates circulate freely and are used for the privatization of state property, with the exception of integral property complexes of small state enterprises that are privatized in accordance with the Law of Ukraine "On the Privatization of Small State Enterprises" (small privatization), and objects that are privatized in accordance with the Decree of the President of Ukraine from October 14, 1993 No. 456 "On the privatization of objects of unfinished construction" and Decree of the President of Ukraine dated December 29, 1993 No. 612 "On the privatization of gas stations that sell fuel and lubricants exclusively to the population." 3.
