Uganda issued this coin as part of a wave of foreign-themed silver commemoratives that flooded the market in the 1990s, produced almost exclusively for sale to Western collectors rather than for any domestic monetary purpose. The Bank of Uganda, like several other African central banks during this period, effectively licensed its issuing authority to third-party distributors — primarily European — who handled design, minting, and distribution entirely outside Uganda's borders.

The actual striking was almost certainly contracted to a European private mint, a common arrangement for this class of issue.
