Uganda's commemorative silver program in the early 2000s targeted the collector market almost exclusively — domestic circulation of silver coinage was nonexistent at these denominations. The "Runner" issues from this period were part of a broader wave of African nation commemoratives produced largely by European minting contractors for export to Western collectors, with the issuing central bank receiving a licensing fee rather than managing any meaningful domestic monetary function.
