Uganda's commemorative coinage program in the late 1990s and early 2000s was largely driven by foreign minting houses — primarily in Germany and Austria — producing pieces for the international collector market rather than domestic circulation. The Bank of Uganda supplied the legal-tender authorization; the commercial logic came from elsewhere.
