Somalia's elephant coin series has long occupied an odd corner of the bullion market — technically legal tender from a state with almost no functioning central banking infrastructure, yet widely traded internationally as a silver round series. The 2017 kilogram issue continues that pattern: produced almost certainly under licensing arrangements with a European mint rather than any domestic Somali facility, the issuing authority is essentially nominal.
The .9999 fineness is the tell. No mint operating under genuine Somali state control has ever refined to that standard.
