The sheer number of signature combinations catalogued under P#141 — at least thirteen distinct pairings, some differentiated further by watermark type — reflects nearly two decades of continuous issue and the revolving-door nature of Central Bank governorship under the Islamic Republic. Mohsen Noorbakhsh alone appears across multiple pairings spanning different decades, having served two separate terms as governor. The Fahmideh watermark variants commemorate Mohammad Hossein Fahmideh, a thirteen-year-old who died during the Iran-Iraq War and was posthumously celebrated as a martyr by Khomeini — his use on circulating currency was a deliberate act of state ideology.

De La Rue's continued involvement through this entire run is notable given the U.S.-led sanctions environment; the contract predated the most restrictive periods and apparently survived them.
