Not a state-issued note but a privately printed scrip, produced by the Osijek printing firm Litokarton during the severe cash shortages of the early Yugoslav dissolution period. Local enterprises, municipalities, and cooperatives across Croatia issued emergency vouchers like this one when federally minted coins and small-denomination banknotes simply stopped flowing into regional markets — a phenomenon documented across multiple Croatian towns in 1991–1992.
Litokarton printing their own scrip is the detail worth noting: the issuer and the printer are the same entity, making this essentially a firm voucher rather than a civic or banking instrument. Vladimir Velki's signature appears as the authorizing officer.
