Cameroon has issued commemorative silver under its own authority since the 1970s, but the Robin Hood series belongs to a wave of licensed fantasy-theme coinage produced for the European collector market through intermediary mints — in this case almost certainly struck by a private facility operating under Cameroonian monetary authorization. The "local gilding" designation is a product specification for selective gold-plating applied post-strike, not a Yaoundé workshop process.
Robin Hood has no historical or cultural connection to Cameroon. The issuing state functions here as a legal mint authority for coins that will never circulate within its borders.
